There are plenty of ways you can express your Art skill with 3D Painting using Blender and other tools, I am going to show you a couple that I know.
1. Classic Texture Painting on Texture Map
2. Using BPainter addon, giving you layer
3. Using Armor Paint, fast Material Brush and Layering
4. Vertex Paint
5. Grease Pencil Fill and Stroke and Layers and Frames
I am doing this with an improvisation method. I found it meditative because there is no wrong or right, no constraint, no aim, you just do it. You learn by doing and you will make mistake, but you can always look around for information and will eventually have your own workflow.
Most 3D arts tends to be towards productions for films, games, final products, but there are areas where 3D is used as actual expression, experimentation and an aid for learning other areas.
